Hogg, whose nickname was "Big Jim," was born on a plantation near Rusk in By , the middle of the Civil War, both of his parents were dead. He and his siblings struggled to keep the household afloat. Hogg continued his education in Alabama, briefly, then returned home to study and work as a newspaper typesetter.

But he didn't make enough money to pay the family's tax bills, and neither did his siblings. Eventually they had to sell the plantation so they could pay for food, clothes and law school.

Over the next 10 years Hogg did many different things - he was shot in the back while trying to fight outlaws; he served as a justice of the peace in Quitman, and he returned to newspaper work there and in Tyler and Longview. Hogg got his law license in , and the following year ran for a seat in the Texas Legislature, the only election he ever lost. But he recouped. In he was elected county attorney for Wood County, and he would alternate between public service and his law practice the rest of his life.

In , Hogg ran successfully for attorney general, a statewide office, and there he laid the groundwork for the gubernatorial campaign to follow.

As governor, Hogg served two terms, from to , and perhaps his greatest accomplishment was the establishment of the railroad commission, the oldest regulatory agency in the state. Wrote the historian Frantz, "When, later, Texas fields began to bloom with oil derricks, the commission enlarged its supervision over transportation to include not only pipeline administration but also the burgeoning petroleum industry in general.

Many of its procedures proved effective and in the public interest, and Texas turned up in the surprising role of being the first state to legislate worthwhile conservation of petroleum resources. Other, lesser known accomplishments: Hogg proposed an anti-lynching law which passed after he was out of office, and he opened government records to "disclose every official act … to the end that everyone shall know that, in Texas, public office is the center of public conscience, and that no graft, no crime, no public wrong, shall ever stain or corrupt our state.

After Hogg's wife, Sarah Ann "Sallie" Stinson, died of tuberculosis, the governor invited his older sister to come live with him and help rear the children. But Hogg still prided himself on being a family man.
